What tool should be used for grinding or planing a high spot in a concrete slab? Is this something I can rent?

EXACTLY how high and over what area, what are you doing on the concrete and how old is it?

About a 1/8" 'ridge' that runs the the 14 foot width of the floor. I need to level it to float an engineered floor over it.

You can rent a concrete scarifier. It will take off about a 1/16" in depth and about 8" in width each pass. I use a good shop vac hooked to it and get minimal dust that way.
I use that for peaks or ridges. If it is a wider area or large humps you may do better with a concrete grinder.
