I would try mineral spirits on a clean rag, blotting from the outside of the stain to the center to keep it from spreading. If the material is polyester (aka microfiber) or nylon, don't do this as it will destroy the material.

Scrape off as much tar as possible with dull knife. As indicated, blot with solvent from outside toward middle to prevent spreading. Then, flush stain with solvent. Air dry outdoors to allow solvent odors to dissipate. Apply heavy duty liquid laundry detergent to stain and let set. Then, wash in detergent and hottest water appropriate for fabric. Never place clothing that smells of solvent in dryer.
