I have a finished basement with a hallway that I am transforming into exercise room. The floor in this hallway is paint over concrete. I’d like to put more decorative floor there – laminate, tile, cork – what ever. The problem is that two years ago I had this room flooded, and I can not exclude the same situation in the future. What type of a floor can withstand short flood? Your help is greatly appreciated.

I think the safest floor would be........painted concrete.;)

If you have the chance and are expecting a flood then I would suggest fixing the flooding issue before you spend a lot of money on a floor. Where is the water coming from?

Elevated ground water level in the backyard in spring plus heavy rain. This year I pumped the water from the back yard into nearby pond and prevented the flood in the basement. My neighbour had the flood.

I understand your advice, but my wife wants to make the room look lively.

Glued down vinyl floor should hold up. Make sure the joints are sealed tight. It is also one of the cheapest flooring materials.

As previously suggested though, I'd be fixing the water problem first. On-going water problems will lead to mold and mildew...which in fact is a worse problem then the water infiltration. This would require a complete rip down of every material affected in your basement, in addition, it could lead to medical problems if the situation becomes toxic.

It's not normal for water to come into a house. Choosing to ignore a water infiltration problem is pretty scary.
