My new house's garage has a side door with double cylinder deadbolt lock. The key goes in but will not turn the bolt. I removed the two screws on the interior side and was able to get the bolt retracted to open the door. I cannot seem to get this lock to function. It appears to be brand new. I did not take the whole assemble apart to see if something was preventing the bolt from moving. Any help would be greatly appreciated.

It sounds like the bolt is in a bind. Loosen the screws, center the cylinder differently, then tighten again and try it again.
