My parents had a fire in their house about a year and a half ago and I have noticed some of the wallpaper is now coming loose. I think this is from the cleaning that was done to the house. What would be the best way to tack the paper back to the wall?

Try to use whatever the original paste was. If unknown, use a heavy duty clear, like Dynamite 234 or Roman's Pro 880.
