What is procedure for rewinding the recoil spring for the pull starter?
Have a fairly good idea but want to be sure I'm proceeding correctly.

With the spool in place, wing it the same direction it would go if you pulled the rope until it stops...then back it up until the hole in the spool lines up with the hole in the housing and feed the pull rope through.

I am having the same problem but am a bit of a novice. Can anybody give a step by step on how to rewind the recoil spring?

You have to disassemble it far enough that you can grab the spool that the rope winds up onto, then physically grab it and turn it, winding up the spring, until it is wound. At that point, you would attatch the rope with handle tied to the other end, then let the spring wind up the new rope onto the spool.

I also have a sticky starter on an FL 1500 blower. I can
get the blower cover off (allen screws) but how do I hold
the crank when I try to loosen the nut that holds the
impeller on?? All I can think of is to remove the plug and
jam the piston?? Seems kinda drastic.

Yep, jam the piston with a piece of pull rope in the plug hole.
