I am installing laminate over concrete. I want to leave the baseboards attached. There is a small gap underneath them under which the laminate will fit.
Can I lay the laminate flush with the baseboards so it expands underneath?
Should I space out 1/4" from the baseboards?
Is there such a thing as too much of an expansion gap?
I am planning to use quarter round regardless. TIA.

As long as there is an expansion gap. If your laminate slides under the baseboard, then your expansion gap is between the wall and the laminate, not the baseboard.
You didn't mention a VB...make sure you install one over top of the concrete.
