i am buying a new house and do not like the laminate countertops. i heard that you can put 12 by 12 floor tiles over whats already there. i have never tiled and dont really know much about remodeling because this is the first house i have bought. i need detailed information about what to do and how to do it because i am clueless. i am on a budget and need it to be something simple. can anyone help?

I am assuming that when you say laminiate you mean something like Formica brand countertops.

If so, scuff up the laminate with a belt sander to improve adhesion. clean the top real, real, real good. No oils , no dust, no anything. Use a modified thinset to set the tile, let it cure for a day or two then grout. Use a grout that can be mixed with a latex additive, some cant and say so on the bag. The latex will make the grout stonger, more dense and less susceptible to staining. Or you can go with SpectraLoc sold at Lowes, a user friendly epoxy hybrid grout that will not asborb any moisture and is almost totally resistant to stains. I would go with some wood trim along the front face of the countertop. You can put tile there but it will require a lot of work. If you feel up to it we can go throught the details in another post, but a nice wood chair rail to match the cabinets will look real nice.
