i have a very old, enameled metal gas stove and oven that work well but inside the oven, the black enamel or whatever was used as a surface is a bit rusty and unattractive. the runners for the racks stick a bit, too, of course. what can i do about this myself?

Bad News Jo-Anne. There isn't much you can do to correct this condition. Time and age have taken there toll. I have personally have never known of or seen a quick remedy the homeowner could do.
The pieces would need to be total stripped of the baked on enamel and a new coating reapplied by a professional metal coatings company. Not a cheap fix this way.
Although I do not recommend covering the plates with tin foil, as many do, it is a possibility.
However, considering the fact that tin foil reflects heat, covering would also drastically alter the even heat flow and also reduce the overall oven temperature, making accurate cooking difficult.
