I have a duel zone system and put a new thermostat on the upstairs system. I checked all wires multiple times to make sure they are correctly attached. The thermostat is reading correctly but the outside unit has not turned on. I installed the same thermostat on the downstairs system couple months ago and had no problems.

I tried checking voltgage and didnt get any reading. But that's the first time doing it so I am not sure if i did it correctly.

The easiest way is to go to the airhandler and take a reading from the "R" to common and you should get around 24 volts.
