I have a LP gas hot water heater that is exhausting a sooty looking smoke with a funny oder. also a wooshing sound when it flames on. Any ideas for this problem?

Sounds like the burner is dirty and possibly the internal flue is plugged. The odor is most likely aldehydes and that means carbon monoxide. Turn off NOW and get professional help. This is not a DIY type job. There could be several reasons this has happened.
