My 1977 140hp V4 Evinrude power tilt and trim will go up but not down. The boat has been stored for about 10 years. The pump motor is running when I try to lower the motor but the hydraulic cylinders wont retract.

It sounds like the valve is stuck in the up position. You could purchase an new resivor, or try to fix the one you have. I am not sure how to repair it but first thing to try is to remove the motor from the resivor,drain the fluid and see if anything is obivous. One thing to try first is to disconnect the down line from the pump it should bring the engin down. Replace the fluid with atf or non detergent motor oil.

This happened to me recently and I found the solenoid was bad. I raised mine by jumping the leads to the solenoid with a remote switch.
