Have a mits vs-45607 that the pic rolls. Repalced IC8C02 and IC451 with no luck have heard that the pip board causes problems like this. I have the service manual and schematics but I am new to this trying to fix myself if someone could give any info I would appreciate it.

Although I cannot offer much in assistance I too have a Mitsu VS-45xxx and the picture actually twitches after it warms up. Completely SUCKS...

Do you have the schematics and service manual in softcopy by any chance?
I would love to see if I can make any sense out of it and try to resolve the issue.
