I would like to install ceramic floor in my basement. The floor is dry but has been painted a couple of times over the years and has some chipped paint areas. What should be done to prep. the floor surface before I lay the tiles? Does the paint need to be removed? Is a cement board or underlayment recommended?

I would remove all the paint. Sounds like it would cause a problem.

You don't need cement board on the basement floor. You might have to smooth (float) the floor a little, and then just use latex modified thinset to adhere the tiles.
