I have old foil wallpaper in my bathroom. It's adhered to the wall very well, looks to be professionally done. Very out-dated. Is there any way to paint over it instead of removing first?

I will agree tha removing foil is nothing short of a nightmare.
Try to see if it will come off in a small spot first, if so, then remove it. If not, then go over it.
Scuff it up with fine sandpaper, and clean it off thoroughly. Prime with a bonding primer, like Zinsser 123, or my favorite, XIM. An alkyd or oil will work also. After its primed and goog and dry, very lightly sand it again, remove dust, and paint away.
