The best tool I know of for removing grout consists of a vaccuum cleaner and a Dremel MotoTool with the Flexshaft attachement turning a Dremel #426 Fiberglass reinforced cut-off wheel. Someone holds the nozzle of the vaccuum cleaner near where you're working while you use the spinning cut off wheel to grind out the grout. The wheel is 1 1/4 inches in diameter, and the handle of the Flexshaft is 1/2 inch in diameter, meaning you should be able to grind out the grout to a depth of 3/8 inches. The wheels are 1/16 of an inch thick or so.
