In laying out a foyer the room is 14'6" long. Should a full 12" tile start at hallway with a 6" fit piece at front door, split the distance into two 9" pieces, or start into the foyer 6" and use full tiles the entire length?

I would have a 9 inch tile at each end. That way, if the walls at the end of the foyer aren't exactly straight, you're not going to notice it if the tiles at the end go from 8 1/2 inches to 9 1/2 inches wide, but they will if your grout joint goes from 1/4 inch to 1 1/4 inches wide. (smirk)
Also, this gives you some flexibility when it comes to changing the flooring or front door. Keep some spare tiles in your basement, garage or attic in case you ever replace your front door and want to retile around where the door frame was taken out and the tiles damaged. The money you pay for tiles you may never need is small compared to the amount you'll be saving by doing the work yourself.
