I'm trying to get an old paper border off the wall so I can repaint, and some of it is coming up really easily and some of it is sticking like hell, to where we have to scrape up some of the drywall to get it off. Is there anything that will make it come off easier? I want to get this project done by the end of the week so I need this to go faster.

have you tried soaking it with super hot water from a spray bottle?
try that, and if it still won't budge, try using a paper tiger (scoring device) and a wallpaper remover, like DIF.
or, as a last resort, you could rent a wallpaper steamer.

I have found that if you spread a thick layer of joint compound over the paper it comes off eisily! The moisture in the compound soaks into the paper and the weight of it pulls the paper from the wall. light scraping will get the rest off!

If you think about $20 is worth your free time and aggrevation, rent a steamer. It will come off very easily and quickly. Just a note - it is easier with two people. Have one person use the steamer while the other scrapes off the wallpaper.
