I am insulating and finishing a space with concrete block walls, and I would like to keep the finished walls as thin as possible. My in-laws in Italy are experienced builders, and their normal practice is to glue foam insulating panels to the wall, attach a plastice mesh lathe with very broad headed nails (penetrating the block, of course), and finish with Venetian plaster or a more coarse interior stucco. I would like to confirm that this is allowed in the US, but I can't find any references.

Does anyone have experience with this method? If so, what is the maximum allowable thickness of the insulation board, and what is the finish technique. ( I am familiar with the application of Venetian plaster over gypsum board and with the application of stucco over metal lathe over insulation on the exterior of a building.) Thanks in advance for any tips and/or references.
