I am pre-wiring surround sound in an unfinished basement and would like to know if using the same holes that the electrical wire run it will couse interference or a problem?

Bad idea. At best you'll get interference. At worst, you'll damage your equipment. Keep the wires at least 6 inches apart when in parallel. You can make them closer together if they cross at a right angle.

What about phone wire?
I can reroute the speaker wire but I see someone already ran phone but nothing is hooked up?

Phone wire and speaker wire in the same hole? That should be ok. The current in phone wire is very tiny.
Phone wire in same hole as electric? Very bad idea. Worse than speaker wire with electric. Running phone wire in the same hole could be a real shock to anyone using the phone.

I doubt there's enough induced current from a romex wire to cause interference on a low impedence line such as your speaker lines. In general, I'd avoid it.
If you were to get inspections done for permit purposes, I think you'll run into issues getting it signed off since high voltage and low voltage lines can't share the same hole, nor can they share the same wall outlet box unless there's a separator between them.
