At present I am 17 years old and thinking of driving my own car. My question is that is there any extra cost effecting my moms insurance policy if I got the license, insurance policy etc. and start to drive the car?

If you get your own policy your mom's policy will be unaffected. However, if she adds you to her policy, the cost of her policy will go up. And most likely quite a bit since you are only 17. I have heard it is slightly cheaper for your mom to add you to her policy vs. you getting your own policy.
If your mom adds you make sure you have enough coverage. Nowadays so many people are "sue happy". You wouldn't want your mom to lose her house because of an accident you were involved in.

If you have a license you should already be on her insurance. Your mom is already accepting some liability if she hasn't notified her carrier that there is another driver in the home.
If you add another car with you as the primary driver then her insurance will decrease (if you are on it). Do as Hammy says and increase your coverages to at least 100k/300k liability. I normally suggest 250/500 if your family has many assets that need to be protected from the lawyers.
