What can be done if the frame of either a window or a door is uneven with the walls? Should I sand down the frame to make it even with the wall so when I put the molding up it will be flush with the walls?

You can either shave or shim, which ever looks best or is easiest is what I would do.

If it's solid wood, use a block plane to get most of it down, then sand it. If it's veneer, keep in mind that you're going to be taking off the veneer by doing that.
