I just purchased a Tomos 9.9 hp outboard, with electric start. The starter is not working. Can I use the hand pull, to start the engine, without having a battery hooked up. There are aproximatley 7 additional wires coming from the engine, besides the 2 battery cables. Thanks!

Yes, The magneto will provide the spark.
