I have a sloped concrete pad (~10% grade) that I would like to build a deck on. I would like suggestions regarding the structural design. Should I use deck blocks? Do I need to anchor them to the cement? Any and all suggestions welcome. Thank you!

A concrete slab is not footings for a deck. Cut squares in the concrete where your footings need to be, dig and pour footings. WHERE those footings need to be depends on what you are using for beams and joists (how far they span), and whatever snow load (in addition to the 40# live load) you might need to meet. How big (and deep) the footings need to be depends on how far apart they are and whether or not frost is an issue.
