Okay, any input here? I work in a brand new commercial building and many of the small fluorescent light fixtures have burned out in the 8 or so months since they were installed. The problem was supposedly poor quality ballasts and/or inadequate heat dispersement within the fixture. Many of the fixtures were subsequently replaced with basic design (been around for decades), single bulb incandescent fixtures, and now the bulbs in many of these are also blowing. Could this be a bad batch of GE bulbs, or is there any possibility of a problem with the wiring that could be causing this?

Check the voltage at the fixtures to see if it's abnormally high or low; if the lighting contractor used shared neutral circuits (very common), a broken neutral will cause some fixtures to be high and some to be low. Very unlikely that a whole batch of bulbs is bad in the same way that the old bulbs were bad.
Is there anything interesting about the uses of this building? Office-type building or machine shop, etc?

This is a nursing/retirement facility. Nothing special or different. I'll try to check the voltage situation you mentioned. Thanks for the reply.

I found out that the New fluorescent lights don't last as long, as years back when they lasted 5 years.
Look at the package from the lights, do the math about 9000 hr for the fluorescent lights, about a year.
1000 hr for a standard bulb maybe 3-4 months.
