Does anyone know if there is an electrically heated in-floor radiant hot water system? If so, what are the disadvantages?

It would be the same as any other, just that the boiler would be electric as apposed to a gas boiler. The downside would be cost of fuel vs cost of electric. Go here and compare in your area www.warmair.net and click on fuel comparison.
