I would say Dont even think about it if your not EPA. Know duct work and electric.
ED
Of course it depends on your experience level. I have done all the work on two systems except for releasing and checking the charge (only thing that the EPA forbids), essentially reducing a several thousand $$ job to a long service call (about $85). Certain vendors will sell on-line (generally Goodman or other economy brands) or your state may allow you to purchase equipment locally, giving you some pretty good savings on equipment. Check the prices at froogle or acforsale.com or others and maybe choose an on-line vendor near your state. Despite being in Missouri I got the best deal including shipping from Florida. However I believe Goodman void the warranty for internet sales. I've found it worth the gamble due to the large savings and the low probability of premature failure on Copeland scroll compressors.
As far as the work involved, ductwork sizing and installation isn't terribly difficult. And since you are paying the heating bills you'll surely do a better job sealing and insulating than many HVAC contractors (this was the thing that drove me to install my own. You may also have to install a new branch circuit, disconnect, and the control wiring (for new systems) so familiarity with such things are required (unless you're just replacing a unit).
It's a fairly pretty involved job overall and requires a lot of checking the manual (but you'll be pretty knowledgable after you're done).
A middle ground would be to do ductwork, electrical, and maybe air handler install, and then trying to negotiate a deal for just the condensing unit from a contractor (greater choice of brands and more solid warranty).
Good luck.
