Is this normal? The PEX tubing for the cold water to go into the water heater is warm at times. Is this normal?

Thermal expansion is the reason for this, expansion of water molecules.

Like said thats how it does it. Hot water just wants to go up. But there is a set of check valves you can put there on top of the water heater to stop this and there also is like a inline trap that you can put on the cold water line. Home depot and lowes have them.
