I installed a new floor in the bathroom, which raises the toilet approx 3/4" higher than sub-floor. Consequently, the toilet is too far from the flange to get a good seal, and is leaking. What can be done to create a better seal, aside from using two wax rings?

First choice is to get a plumber to raise the flange; however, that should have been done before the floor was finished.

There are 2 better choices than double wax: (a) No-wax rings by Oatey and FLuidmaster will compensate for well over an inch of flange-too-low.
(b) extension flanges can be used to raise the level of the flange in 1/4" increments.

subaru, Welcome to the DIY Forums.
I would use the extender rings. They are available at DIY Shopping and at Home Centers. Most are about 1/4" thick so you may need more than one. they have an adhesive that makes a seal between the ring and the flange or other rings. Make sure you screw the rings down to the floor using the holes provided and the holes in the original flange. Good luck.
