I am putting Torlys laminate floor in my basement.I preped the floor by washing with a bleach and t.s.p. solution as recommended to kill and mould spores that may be present.Should I rinse the floor with clear water after or just let the solution dry and not rinse??Thanks.

Let floor completely dry out. Once it is completely dry, do a moisture test. This will tell you if you have vapor emissions or moisture issues that must be addressed before you begin your installation. You will need to follow manufacturer's instructions very carefully for vapor retarder installation, required cushion, acclimation of product to area, and installation.

...Once that is done, I used the Torly's recommended 3-in-1 Foam Underlay.
"Uniclic foam underlayment and vapour barrier with 3" self-seal adhesive overlapping edge. Required for all floors except Cork and Linoleum."
