I'm going to be painting the side of a house that has had some rotten clapboards replaced within the past month or so. I'd like to know if it is okay to prime the clapboards right away, or if they should "weather" until next year. I don't know if they were wet when installed or dry. Please help. Many thanks.

Go ahead and prime and paint them. Only pressure treated wood needs to weather (dry out).
