Air Conditioning - Feasable to do my own Central Air?

I'll be up front and say that I know next to nothing about Air Conditioning. Currently my does not have A/C, and I'm considering a central air system. Is it feasable to do this myself? Do I need a license or permit of any kind? I've found a few good deals on a condensing unit and heat pump, but I have no idea what else I need to make a complete functional system, or how to properly determine the requirements of a system for my home. Is there a "beginners guide to installing your own Central Air" anywhere on the net?

This is an easy one for me to answer..
You have to be EPA certified to do it, besides, why would you invest all that money only to harm your new unit or even more harm yourself.

Like Andy said to aunt Bee on one of the Andy Griffith episodes when she tries to get Gomer to fix her freezer instead of a pro.
