My painted deck has been peeling every year for the last 4 years.
Last year i pressured washed,scraped,sanded as much of the paint off and waited a whole year to see if the remnants would peel off. The surface seems to be stable now.
Now i want to paint it again but this time with some paint that won't peel or chip a week later.
Anybody have any suggestions what kind of paint to use that will withstand the
rigors of new england weather?

I would opt for 2 coats of a penetrating exterior oil primer. This (http://www.benjaminmoore.com/wrapper_pg3.asp?L=prod&K=xprods&N=prodext&groupid=1&productid=28#article) is a good example.
But be aware, your job is only as good as the remaining paint's adhesion to the porch. If its going to fail, nothing on top of it is going to stop it from happening.
BTW, you might want to check out this (http://www.zinsser.com/product_detail.asp?ProductID=66) product. I've never test drove it, but have heard good things about it.

I'm on the corner of river and ocean here, the land of rust and mildew
It's foggy wet decks in the AM, then the sun'll dry em out
Then there's the winters....
Very hard on deck finishes
I've used Sikkens Rubold DEK in situations like yours
It's not cheap, you'll want 2 coats at first, and maybe a maintenence coat next year, but it works
I've used it on some seriously problemed decks with great success
I try and use it exclusively for repaints
I've never used the products prowallguy mentions, but I would not hesitate to do so
I use Zinsser and Benny Moore on non-deck jobs (if I have a choice or say in the matter, that's all I'll use), and they make some great products
Also PWG knows his stuff
