I have a poured concrete slab and walls in my basement but there is not a gap between the wall and floor. Should there be?

I want to have access to the cold joint to put self leveling poylurethane caulk to perevent seepage. Should I use a circular saw to get down to the joint? Any comments welcomed.

Yes there should be a floating joint because the foundation will settle differently than the floor. Same goes for a chimney, or any addition. If the drainage around your house is in good order, water shouldn't be welling *up* through these gaps.
