i want to replace the 45 year old crumbling cement landing and steps outside of my kitchen door...with a new brick landing, brick steps, and a new porch.
one contractor told me to tear down the old steps and begin anew, with new backfill, and then go from there.
another contractor told me that it is perfectly fine to KEEP the 45 year old crumbling steps and use it as backfill, with additional backfill added in. IS THIS A SMART AND ACCEPTABLE THING TO DO?

For the cost of brickwork, I would start from scratch. I have the same project facing me and intend to tear it off to the ground.
If he means to demolish the old concrete and use it as fill, then that sounds fine. I would not simply build over the old work.
