I am planning to lay 4x4 limestone tiles over a concrete surface that has been painted with concrete paint. It's on an outdoor, covered porch. Will I need to sand blast the paint off to prep the surface, or is there a simpler means to prep? Thanks, in advance, for any advice!

The paint should be removed or the thinset will only be sticking to the layer of paint and not the concrete. Sand blasting might be the best way. Is the concrete in goosd shape otherwise, any cracks?

Rent a scarifier or shotblaster.:)
