There was a large hedge that separated our property from our neighbor's. They removed it and replaced it with a fence. We are now having a small flooding because they have no rain gutters on their house and the water pours off of their roof and flows onto our property. Prior to this the roots of the hedge contained the water. We want to put in a small border of 12'x12'x2' cement blocks to run the 50' length. We would stand them up and bury 4" into the ground and have 8" showing. Do we have to cement them in the ground or can they stand up in the compressed dirt. since they are not very large.

Since you are planning to just set these blocks in the dirt, Im not sure how affective they will deflect from your yard or how much volume you will be trying to "move".
I do have a suggestion that I had used at my fathers house... his home was older and the newer homes built next to him are higher due to the stricter above sea level requirements now in place. He also has a 6ft fence.
I had dug a trench the length of the fence line and placed some gravel in the bottom. Then I put the Black preforated drain pipe (with all the holes punched in it) to run the length. put on some weed barrier down on top to allow water to pass but not the sand we have here (don't want to clog it) and finished off the trench with more stone.
Water runs off into the trench and flows away. Make sure you grade the trench properly to go where you want it (it wont flow uphill :) ) and enjoy the fact that you have a nice stone buffer against the fence you won't have to weed out or worry about getting a mower to close to.
