can i somehow make the caulking between the tiles look white again?

Old caulk can be cut out, area cleaned with rubbing alcohol or mineral spirits, and new caulk installed.

i agree with that statement. Once chaulking gets old its really just easier to redo it. You may want to consider a different color chauking for your application if that is what you desire.

It is most probably grout between the tiles. They sell several grout cleaners at home improvement stores, or a solution of 50% household bleach might also help.
