On a central A/C system, can a person safely assume that the system is not properly charged with R-22, if the suction line, close to the service fitting is not wet and cold when the outdoor temperature is 90 degrees with 80% relative humidity? Is there ever a case when the system is considered working properly, if the suction line near the service fitting is not cold and wet? Obviously this assumes the system has been running for at least 1/2 hour.

If the big copper line is not cold and wet at the condenser. The unit is not working right.
