Hello everyone,
Just recently purchased a 3000 square ft house that was built in 2001. When I went into the house, the carpet was dirty, but it didn't bother me that much. In the agreement, the seller will help pay $5,0000 towards carpet. What I plan on doing is making the downstairs all non-carpet and still carpet the upstairs. Should I clean the carpet or am I better off buying new carpet?

Depending on the condition of the carpet, type of soil of the carpet and your living style. It may be easier to clean the carpet vs replacing. But since your upping half the carpet anyways for a different floor covering, even if u had the remaining area of carpet cleaned it should come in way below your 5k budget. It also depends on the color of the carpet. By the time you can actually see the soil in carpetting there may be 3 lbs or more of soil in the carpetting. That is the most xtreme average, but you should see the point. So, if your happy with the color of your carpet. I would ask a cleaning professional for a estimate. See what they say. Would be easier than upping and having to deal with laying of new carpet.

You just moved in and the $$ is a challenge. It is my personal opinion based on personal experience to have the carpet professionally cleaned and have them treat any stains. Then, after you settle in and observe the carpet, especially in high traffic areas, where carpet tends to get worn down and padding worn out, I would then make a decision about whether I wanted to replace floor covering with carpet, laminate, tile, or solid hardwood. Make this decison after you examine the $$.
After you settle in and adjust to the move and get a breath of fresh air, I would shop around and decide what I wanted to do. Moving is very stressful and you will need a little break to get youself back to normal. Don't make any hasty decisions.
Most folks today are pulling out carpet and restoring hardwood flooring found underneath or replacing with solid hardwood. The increased fuel prices (carpet is a petroleum bi-product) have closed the gap between carpet and solid hardwood. Prefinished solid hardwood (sold in different grades and price ranges) will provide a floor covering that will last 200+ years at reasonable cost. Wood floors are touted for durability, easy maintenance, and health reasons. Hardwood floors are much healthier than carpet because they do not harbor dust mites.
