What is "seer" rating and how is it calculated?

SEER is an operating efficiency calculation for Air Conditioning. The higher the SEER number,the better the efficiency.

SEER Seasonal Energy Efficiency Ratio; a measure of cooling efficiency for air conditioners and heat pumps. The higher the SEER, the more energy efficient the unit. The U.S. Government's minimum SEER rating is 10.

I do not know the calculation formula but the SEER numbers used on various mfg products' advertising are determined in a lab type environment.
