We have an old inground basketball hoop with rusted bolts. Can it be repaired or have a new hoop/backboard/pole :wall: placed over the existing pole? Do we need to start all over and have either the old pole cut or pulled out of the cement? Thank you for any help you can give us!

Welcome to the forum
No expert on basket balll hoops but the ones I've dealt with had U bolts holding the hoop and backboard to the pole. If this is the way yours is you should be able to replace it easy enough. You may need to cut the old bolts if they won't turn or snap. New bolts with larger washers may make yours repairable. If not and the pole is still good replace the hoop.

What bolts are rusted? Is the bacjboard in bad shape or just the hoop?
Are any of the pieces integrated (ie together as one unit)?
Hard to answer your question with the scant info you provided. I've seen everything from cheapie (under $100) sets to $1000 Gorilla outfits and lots of variety in between.
Visit a local sprting goods store and see what is available.

The actual pole needs replaced it turns out. Unsure of what to do since it's in cement. Thanks for the help.

You might find the inside is filled with concrete. That is done to make the pole (and backboard) more solid.
As for removal - get a good shovel and dig around it.

A sledge hammer might be helpful along with the shovel.
