If stairwell is narrow and does not have a landing with a window for natural light, then you will probably want to paint the walls a light color. This will showcase any pictures you hang. You will want to hang bottom of frame about 55 inches and centeerd above the stair tread below. Follow the incline of the stairs.

As you walk up and down stairs, you will be looking right at pictures. Pictures with small details and delicate colors work well. Consider your viewing distance. Bold colors and busy pictures need more space than a simple black and white picture or a simple water color. If you have a landing, then a large quilt, rug, tapestry, or large picture will work well there.

since hallways & stairs don't really have a focal point, they lend themselves to "collections". lots of family photos all framed in similar frames work well. or objects mounted in shadow boxes. or a series of pictures by the same artist look nice & "gallery-like" in a hallway. proportion is very important, as Twelvepole said. since you can't back away from the artwork more than a couple feet, keep artwork on the smaller side.
