Flooring Tile - Saltillo Tile Stains

Hi, hope you all can help. We had a friend of a friend install Super Saltillo tile from HD on our rear screen lanai inset with 4x4 painted talavera tiles. She stained it with Magic water repellant and sealer. We noticed some wet-looking, greasy stains on the saltillo and called her back out. She scrubbed it with a salt scrub (?), resealed it. We then noticed that everywhere the scrub had been had turned white and blotchy. My husband tried to scrub it with soap, everywhere the soap squirted left a squiggly line stain. He pressure washed the lanai and the soap squirt is lighter when it dries, but still there. There are also several little line marks that are a darker orange, maybe fingerprints or something? How do I get these stains out of my tile and how do I make sure it doesn't suck everything up? Our installer is moving in 3 days and now that she's been paid, just acts kind of baffled by it all. I'm sick about it, an expensive brand new floor that is ruined. Any advice?
