the upper window will not come down on 3 of my replacement windows.. how can i fix this?

If they are single hungs, they are not meant to come down- they are a permanent part of the window frame. If they are double hungs, and USED to come down, but now are stuck, I'm really not sure what the cause might be. Do they budge at all? How old are these windows? Perhaps a former owner had them screwed shut to keep them from falling down??? Just some ideas.

no.. they are double hung windows, about 2 years old, some one told me.. that there might be a catch at the bottom of the window that sometimes gets locked in place.. i can move them about 1/2 inch down and then they will not go any further down. In the groves , i can see white plastic that looks like it is being scratched off..(i know sounds weird) but i thought that might explain some sort of locking mechanism in the bottom part of the window????

Do the windows tip in to clean? If so, tip the lower sash in, like you are going to clean it. Will the upper window operate now?

If not, stick your head in the window and look up at the bottom of the upper sash (the one that won't come down). There should be a metal pivot bar on each side of the window that fits into a nylon plastic pivot shoe. Check to see that it looks normal.

If you can lower the upper window far enough to release the tilt mechanisms, try to tip it down. If you get this far, maybe you can report back what you've found. It could be that if you have "spiral" balances, they've somehow gotten locked up. Or if you have a "sideload" style of window, the block and tackle balances (that are on each side of the window) might have gotten wedged in place from improper removing, reinserting of the upper sash.
