I'm building a pool deck for an above ground pool, and I'm going to build the stairs for it soon. It's about 49" above the ground at the top of the deck surface. Is there any way of building the stairs so they can be retracted or rotated under the deck, or is my only option for stairs that I have to build fixed stairs and put a gate at the bottom?

I have a fenced yard which probably covers my code requirements, but I want to have a seperate way of keeping the pool inaccessible because my dogs would probably love to climb up the stairs and go for a swim otherwise.

You could build a free standing set of stairs that is on wheels (or heavy-duty casters). Holes in the cement could receive a drop-in peg when the stairs are in place so that it doesn't roll away.

Your handrail would have to be built so as to remain in place when the stairs aren't there.

You'd have to run your plan past your building inspector to make sure it meets his approval. You'd need a gate along the top so that when the stairs aren't there, people won't walk off of it. He probably won't like the safety issues.

Like XSleeper said, you'll probably have a hard time getting an inspector to approve a movable set of steps. It would be much simpler to just build a fixed set of steps with an approved handrail and install a gate to keep the dogs out.
