I'm confused. I don't know what kind of fastener to use to attach My ledgerboard to cinder block. Should I go all the way through or just into the block a couple inches.

Cinderblock is hollow=all the way through. Use washers on both sides or better yet ask the building dept, you need a permit more than likely and you will have to supply drawings.
