Is it OK to put that weed preventing tarp down on a garden, then cut little holes where each plant will be planted? I'm planting corn, tomatoes, peppers, and watermelon. I'd like to keep the weeds out of the garden without having to weed it with that weed-x tarp, but I don't want to harm or retard the growth of the plants.

yes, i do that sometimes, too. just make sure that the weed preventer tarp allows water to flow through it (some block only sunlight, some block sun and water), or place soaker hoses underneath it, or make each plant's hole big enough and make a basin around each stem to gather water. some plastic mulches you see advertised for tomatoes work the same way.
