We just went down in our semi-finished basement, and water is leaking out from underneath either the heater or water heater, we can't tell.
Is this serious, should we call a professional? What could be happening?

It is not likely urgent but without knowing where the water is coming from & how much water it's hard to tell. Try to determine from which appliance the water is coming & post back in this same thread.

The first thing to do would be to turn off the water to each of those appliances and then turn off the power to them. You should also try to find the specific location of the leak. You may not be able to pinpoint it if it is inside the jacket of the water heater but if it isn't coming out of the pipe connected to the safety valve on the water heater, there aren't too many other places for it to come from on the water heater. You can call a professional to check it out but by turning off the water you will prevent continued leakage and damage to your basement.
