I'm afraid your question is rather confusing. Are you building the stairs out of metal shutters? I can't picture that. What feature of the stairs is 45 degrees? The slope that you walk down, or do the stairs bend at that angle? If you want stairs that are safe for use in a panic situation, a slope of +/- 34 degrees is what you need since 45 degrees is to steep to be safe in the best of uses.
